29th  Apr 2006Association condemns the move of the BSNL Management to implement the so called rotational transfer policy through backdoor by calling options. Our members are requested not to respond to the options called for. Circle Secretaries may also intimate the stand of the Association to the CGMs.
29th  Apr 2006HP Circle organises grand farewell to CGM Shri. Rajinder Singh on transfer as CGM Punjab. The function was attended by Com.G.L.Jogi and Com. Inderjith Singh.
29th  Apr 2006The CEC of Haryana Circle attended by GS Com.G.L.Jogi, Com.Dahia, Com.Kehar Singh. The Open Session arranged in this connection was a grand affair  addressed by CGM Haryana, CHQ leaders and Circle leaders.

25th  Apr 2006GS meets Minister of State for Labour Shri. Chandra Sekhar Sahu and discusses the need for providing a formal platform for Consultative mechanism for Executives of Central PSUs. The Minister promises further discussions with the Association and NCOA during the next week.

25th  Apr 2006Tamilnadu Circle Conference concludes successfully at Kothagiri. In the Open Session conducted more than 600 delegates and members attend. The session was addressed by CGMT Shri.K.Sridhara, PGMT Coimbatore Shri. A.S.Eggaya, GM(Admn) Tamilnadu Shri.K.Balakrishnan, GM TT  Coimbatore Shri.Guruswamy, GM Nilgiris Shri.Muthusamy, GS NUBSNLW Shri.Vallinayakam, GS TEPU Shri.Subburaman, CS BSNLEU Shri.Chellappa, Com.W.Seshagiri Rao President NCOA, GS Com.G.L.Jogi, Com.T.Issac Jt.Secretary(South), Com.A.Sugumaran Ex.AGS, Com.V.Sunder CS Chennai Telephones etc. The office bearers elected unanimously for the next term are Com.L.Jayapal President, Com.N.Balakrishnanan Circle Secreaty, Com.S.Sundarakrishanan Treasurer.

10th  Apr 2006The Circle conference of SNEA(I), Orissa was held on 8th April to 9th April 2006 at Bhubaneswar. NCOA president Com. W. Seshagiri Rao, CHQ president Com. S.L.Reddy, GS Com. G.L.Jogi,  and Joint Secy Com, M,Mohato were present in the Circle Conference. The Circle office bearers elected are Com. P.K.Sahoo  Circle President, Com. Satyabrata Mishra Circle Secy, Com. M.K.Nayak Circle Treasurer. The open session attended by CGMT, Orissa Sri S. Bhargava, GM Cuttack Sri A. Mohanty, GM(Operation) Sri B.K.Jog and a seminar on "WiMAX" was delivered by Com. K.K.Patra, SDE(Internet),BBSR.

10th  Apr 2006URGENT ATTENTION OF CIRCLE SECRETARIES - Promotion of  SDEs to Adhoc STSs - ACR scrutiny reports received only from STR, Karnataka, Kerala, WTR, STP, Rajasthan, WTP, Himachal Pradesh and QA. It is a tragedy that majority of the Circles are yet to respond to Corporate Office instructions to submit report by 25th March 2006. It is agonisingly distressing that the Circle Secretaries of the concerned Circles have miserably failed in responding to the instructions issued by the CHQ in this regard on 10thMarch 2006. The lack of interest has resulted in a failure even after lapse of more than one month. Delay in holding and finalising of DPC will therefore be the responsibility of the failing circles and the Circle Secretaries. The difficulty in handling the transfer orders issued recently in the cadre of Adhoc STS will also mount due to the delay. It is once again earnestly requested to wake up to the need of the occasion and expedite the report positively before the end of this week.

In the open session attended by over 850 comrades CGM Kolkatta Telephones, CGM ETR, CGM ETP, CGM WTR, CGM Telecom Stores, CGM Telecom Factories, CGM Task Force addressed the gathering. The Open Session  was also addressed and attended by Com. W.Seshagiri Rao President NCOA, Com.S.L.Reddy CHQ President, Com.G.L.Jogi GS, Com. Rupak Sen AGS, Sudip De Choudhry VP, Com.Madhusudan Mahoto Jt Secretary (East), Circle Secretary BSNLEU, Crcle Secretary NFTE BSNL. The State Office bearers for the next term elected unanimously are Com.Dilip Saha President, Com.Tapas Ghosh State Secretary, Com. Sanjay Bhattacharya Treasurer.

It was reported that several Circles are yet to submit the CR scrutiny reports for promotion of SDEs to Adhoc STSs even though the target date was 25th March 2006. Circle Secretaries may ensure that the reports are submitted by their Circles immediately  so as to complete the DPC by the promised date  i.e. 30th April 2006.

4th  Apr 2006The Association had detailed discussion with the Perks Committee. The report is under finalisation. Various items of perks expected to be recommended by the Committee for the Executives from JTOs to CGMs is as follows.

(1) on LTC - a full pledged policy will be evolved later(2) inclusion of Children Education Allowance in perks - will continue as a part of the Welfare Scheme  but will be revised with sufficient increase.(3) Date of effect of implementation from 1st Jan 2005 - will be considered positively.

31st  Mar 2006The syllabus for the Competitive Exam for the promotion to SDEs has been finalised in consultation by the Director (HRD) with the Association and the file has been sent to CMD for his approval.

31st  Mar 2006Director (HRD) invited the Association once again for discussion on 31-03-2006. He made categorical statement that he will ask the CGMs not to relieve the transferred officers . He has already spoken to some CGMs. He also assured that the orders will be reviewed. Director (HRD) also invited our concrete suggestions to evolve a transfer policy for the future. In view of the above the agitational programmes are deferred.
